Union Health Minister Mansukh Mandavia on Friday urged the G20 to increase WHO funding to strengthen global health financing and governance in order to better prepare for the pandemic.

The G20 needs in the first place to increase the funds available to the World Health Organization [funds] that have not been allocated, along with support for ongoing multi-stakeholder mechanisms such as GAVI and CEPI with a particular focus on equitable and affordable access.”

Mandavia was addressing the virtual meeting of the finance and health ministers of the Group of Twenty, and said that in the event of an epidemic, no one is safe until everyone is safe. It was part of a discussion on concrete proposals to strengthen the governance of global health financing.

“The COVID-19 pandemic has highlighted the importance of the International Health Regulations and the need to strengthen global health governance,” the minister said.

Several parallel proposals are being discussed in multiple global forums regarding the need for a framework, agreement or other instrument on pandemic management. The minister said India is lending its support to the current proposal for a joint health and finance task force. However, India has suggested the need to maintain the centrality of the World Health Organization in the health field.

India also suggests that while multiple entities with overlapping mandates delve into pandemic preparedness and response, a clearly defined integration of all these initiatives should be seamlessly woven to create a global health emergency management structure, the minister said.

He said there is also a need to synchronize these multilateral initiatives among the member states according to their local context at the national level.
