The Government has formed an Empowered Group of Secretaries (EGoS), chaired by the Cabinet Secretary and comprising the heads of 19 ministries or departments, which will be a monitoring mechanism for the development and implementation of Prime Minister GatiShakti’s National Master Plan (NMP).
Prime Minister Narendra Modi launched PM GatiShakti NMP on October 13 and the project received cabinet clearance a week later. The Chairman, Board of Railroads, Ministers of Roads, Ports, Civil Aviation, Oil, Energy, Coal, Mines, Chemicals, Fertilizers, Steel, Expenditures, Information Management, Public Distribution, Food, Agriculture, Fisheries, Tourism and Head of Logistics all be part of EGoS, as requested.
The EGoS system will define a specific procedure and timeframe to synchronize the various activities of building roads, railways, etc. along with all utility services in an area-based approach to infrastructure development on a trial basis, the order says.
“EGoS will also consider the interventions required to meet the demand side, in efficient bulk transportation based on the requirements of different ministries such as steel, coal, fertilizer, etc.,” says the order issued by the Ministry of Commerce on October 30.
EGoS will also align various initiatives to develop a common integrated portal that serves the needs of all stakeholders.
“EGoS will review and monitor the implementation of the PM Gatishakti NMP Plan to ensure the logistical efficiency accumulated on it, adopt framework and criteria for making any modifications in the plan and coordinating any changes to projects already included in the plan, within the defined framework and standards. EGoS will issue appropriate guidance to achieve objectives and comply with the guidelines for the PM GatiShakti NMP program and in addressing the demand side requirements of the respective ministries,” the detail order states.
